For the grid connection permit for new systems, the access application process and the connection application may be carried out simultaneously, in both cases the prior concession of access being a necessary and essential requirement for the connection authorization. The New Supply Department is responsible for responding to these applications in the offices of the grid operator or by letter; the following documents are currently requested:

Urban or works licence from the corresponding Municipality:
1. In compliance with the Law on Territorial Spatial Planning and Urban Activities of the Autonomous Community, the execution of the Project is subject to the prior obtaining of the urban or works licence from the corresponding Municipality. Urban or works licence for Type I.1 (small rooftop PV installations) facilities are not required to be registered in the Pre-allocation Registry.
Use or Activity Licence: 1. In compliance with the respective Law on Territorial Spatial Planning and Urban Activities, PV installations may be subject to the obtaining of the use and activity as well as the first building's usage licences from the Municipality.
2. Licence for first usage shall be the licence of first occupation, which verifies the conditioning taxes in the works licence.
3. In addition, and taking into account the provisions contained in the corresponding municipal codes, it shall be necessary to acquire an activity licence (article 22 of the Local Corporation Services Regulation), and when required, to verify the conditions that may be imposed on that activity licence, namely an opening licence.

Upon signature of the agreement with the distribution company, the owner of the installation has one month in order to request the utility to sign the technical network connection contract (according to annex III of Royal Decree 1699/2011). For that the owner has to present the Certificate with the main characteristics of the installation and the Certificate with the accomplishment of the tests emmitted by the authorized installer and the Industry Territorial Services. The distribution company will sign the contract within a maximum period of one month, provided that the installation complies with the technical requirements.If the self-consumption installation is a type 2 (> 100 kW), its owner should subscribe an access contrat of its auxiliar services

Once the contract has been signed, and the corresponding tests carried out by the distribution company owner of the connection point, the latter shall authorise the connection of the plant. The required documents are:

2. Access contract
If problems are identified, there is 1 month to solve them. In case there are no problems, the distribution company has 1 month to carry out the connection. The connection should be carried out by an authorised installer.

The charges related to system costs will correspond to the supply point.
To determine the charges related to system costs it will be considered the following:
a) The application of fixed charges will be made based on the capacity.
b) The application of variable charges will be made on the corresponding energy resulting from
the sum of the hourly demand and hourly self-consumption. PV plants under 10 kW and systems not on the Spanish mainland will be spared this variable generation charge.
